Federal versus provincial
The federal government administers Employment Insurance and the Canada Student Grants and Loans programs. Provinces and territories deliver most day-to-day employment services, skills training and apprenticeship programs, often funded through federal transfer agreements.
Who these programs are designed for
Program design commonly targets unemployed or recently laid-off workers, people in low-income or precarious work, apprentices, students entering post-secondary study, and groups facing specific barriers. You may qualify for more than one stream, or for none — eligibility varies.
Getting approval in the right order
Many programs require assessment or approval before training begins. Speak with your provincial employment service before paying tuition or resigning from a job.
